Captive Ground Mounted UTILITY SCALE SOLAR PROJECT

We started our journey in the year 2015 with Asian Paints when we received an order from them for a 5 MW turnkey land mounted captive solar power plant for their plant in Rohtak, Haryana, where they have a load of more than 25 MW. A team from Asian Paint’s Mumbai office got in touch with us for the same. Mentioned hereunder are the key highlights and major details of this 5 MW turnkey land mounted captive solar power plant project.

 

Particulars and Details 

1. Identification of substation with extra capacity for evacuation into the grid.

2. Land-related services (5 acres per MW)

    • Identification of land within a radius of 5 km.
    • Identification of landowners who were willing to sell their land to meet our total land requirement.
    • Collection and verification of land documents, checking of revenue records, and other ownership details.
    • Supply of land documents, details of cost, and an elaborate report on why the land was ideal for the end-user.
    • Price negotiation, demarcation and fencing at the actual cost paid by the purchaser, registration of sale deed, and possession of the land.

3. Statuary clearances and approvals related to land & proposed power plant:

    • NOC from gram panchayat
    • CLU from the department of Town and Country Planning
    • NOC from the Pollution Control Board
    • NOC from the Forest Department
    • NOC from the Agriculture Department
    • Other necessary clearances from the Gram Panchayat, the Forest Department, PWD, and the local community.

4. Statuary clearances and approvals from the power utility:

    • Grid connectivity feasibility application and report from XEN
    • Evacuation feasibility application and report from the SDO and the substation in charge.
    • Evacuation line map with distance, and Expense Estimate Report from the plant to the substation.

5. After preparation and collection of all documents listed in A, B, C, and D:

    • Submission of the application to HAREDA, along with the Feasible Detailed Project Report (FDPR) for the approval of the project.
    • On approval of the TAC, the matter was placed before the Board of Governors of HAREDA for the final approval for the setting up of the Solar Power Plant.
    • Follow-up with TAC for any query/demand/amendment, etc. till the final approval of BG and issuance of LOI.
    • Collection of the LOI and handover to the end-user after the issuance.

6. EPC of the solar power plant

7. Clearances and approvals after the LOI and before commissioning:

    • Application for power connection (DISCOM)
    • Application for metering (DISCOM)
    • NOC from the Chief Electrical Inspector
    • Follow up for Grid connectivity (DISCOM)
    • Follow up for joint commissioning report of plant issued by HPPC, DISCOM, TPS & Captive user after installation.

8. Application for REC certificates

    • Online application and registration for REC (Renewable Energy Certificate).
    • Accreditation certificate from HAREDA
    • Collection of registration certificate from NLDC
    • Intimation to SLDC and Power exchange, and follow up till issuance of the first REC.

9. Open access power evacuation and charging/commissioning of plant:

    • Application for open access with STU/SLDC
    • Open Access Agreements with DISCOM/TRANSCOM
    • Obtaining approval from STU/SLDC for open access power evacuation and charging
    • Final commissioning of the plant.

10. Arrangement of Security Agency and Handover of the power plant to the end owner.

11. After-sales services & O & M of the plant.

The estimated price of land: INR 17-18 lakh per acre

Note: The estimated price of land is the basic price. It does not include other expenses such as registration and wire fencing. The final price varies depending on the additional expenses.

Site Visit Report:

This site is in a prime location. It is located on a permanent and stable road (pucca road) made of concrete. Fresh groundwater is available as the aquifers are only as deep as 300 to 400 feet. It is surrounded by agricultural land spread over approximately 25 acres, owned by 9 to 10 owners.

Terms and Conditions:

In the case of the involvement of third-party aggregation in the transaction, an additional service fee with service tax will be levied. These service fees will include the implied income tax cost and other allied charges. Registration charges will also apply to the final transaction value.
